FED: Bushfire report won't 'gather dust', Gillard says

CANBERRA, Feb 17 AAP - The royal commission's report into the Victorian bushfires won't
just be a book on a shelf gathering dust, Deputy Prime Minister Julia Gillard says.

Ms Gillard was responding to concerns about whether the government would act on recommendations
that come from the inquiry into the firestorm which has claimed at least 189 lives.

"People will look to the royal commission to work its way through all of that and obviously
as soon as that is available, government will respond - federal government, state government,"

she told the Nine Network.

People were looking for assurances that governments would make changes to try to avoid
similar disasters in the future.

"Everybody who has lived through this experience in Victoria and around the nation
has asked the question, 'why, what can we do better?'."

No one wanted to see the report "as a book on a shelf gathering dust", she said.

"They're going to want to have it on the desk and actioning the recommendations."

Ms Gillard said the Rudd government had considered recommendations stemming from a
federal inquiry into the 2003 Canberra bushfires headed by former Liberal MP Gary Nairn.

"When we came to government for example, the idea about an early warning system had
first been raised in 2003, not much had been done," Ms Gillard said.

The government had consequently raised the issue via the Council of Australian Governments,
she said.

Fed: Opposition to hold Rudd to account over health mandate

SYDNEY, Dec 22 AAP - Federal Opposition Leader Tony Abbott says he will hold Prime
Minister Kevin Rudd to account for his pledge to seek a mandate for a federal takeover
of public hospitals.

The Sydney Morning Herald on Tuesday reported Mr Abbott is planning to press for a
referendum on health funding reform.

After a morning meeting and greeting voters in the newly marginal NSW Blue Mountains
seat of Macquarie, Mr Abbott told reporters a referendum on health had already been flagged
by Mr Rudd.

"I certainly think Mr Rudd should keep his promise," Mr Abbott said.

"Mr Rudd said if public hospitals hadn't been fixed within 18 months he would take
responsibility. The buck would stop with him, and if necessary he would have a referendum
on a federal takeover.

"He has let the Australian people down.

"Many people voted for Mr Rudd precisely because of his promise to fix the public hospitals.

"He has failed, and he can't blame it on the state premiers and he can't blame it on
the former government.

"He has failed and he has to be held to account.

"I think the right thing to do is for the opposition to hold Mr Rudd to account."

In July, just prior to the release of the National Health and Hospitals Reform Commission
report, Mr Rudd said: "We leave open the option of going to a referendum to seek a mandate
from the people."

In Sydney on Tuesday, he reiterated his government's "long-standing commitment" to
seek a mandate if the states did not agree to his long-term health reform plans.

FED: Aust-made device could make heart surgery less traumatic

By David Barbeler

BRISBANE, April 2 AAP - Open heart surgery could become a thing of the past for some
patients thanks to a device being made at a new state-of-the-art facility in Brisbane.

Cook Medical, one of the largest private medical research and device manufacturing
companies in the world, on Thursday opened its $21 million headquarters at Brisbane Technology
Park in Eight Mile Plains, south of Brisbane.

Managing director Gus Taddeo said the facility's core product was a device named a
zenith endovascular stent graft, which he hoped would next year get US Food and Drug Administration
approval.

Mr Taddeo said the stent prevented the need for open heart surgery for aortas that
had developed an aneurysm, as it ran up an artery starting at the patient's groin.

This meant that patients only required a light anaesthetic during surgery, he said.

"So the way this product is done, we compress it down to a pencil diameter tube and
insert it up through an artery near the groin," Mr Taddeo said.

"A decade ago, when they did open heart surgery they literally split you.

"This saves the patient from undergoing a traumatic surgical procedure."

The product, which was developed in collaboration with the Royal Perth Hospital, is
currently under review at the US Food and Drug Administration.

Mr Taddeo said he hoped to gain approval for the product by mid-2010, before exporting
it overseas.

"At least 90 per cent will be exported," he said.

"That will mean a bigger market open to us. If that happens, we will employ another
50 people, taking us to about 250 staff.

"This will allow us to really add to our business, which comprises of several sections
including research and development."

NSW: Thousands brave rain for Sydney dawn service

SYDNEY, April 25 AAP - Thousands have braved the pre-dawn morning and the onset of
rain in Sydney to remember all those who made the ultimate sacrifice for Australia at
today's Anzac Day dawn service.

Thousands packed into Martin Place, surrounding the cenotaph, and sprawled over several
blocks and into side streets to get a glimpse for the 4.30am (AEST) service.

Land Commander of Australia, Major General Mark Kelly, delivered this year's dawn service
address.

He reminded Australians that the landing at Gallipoli affirmed Australia's identity.

"The Anzacs' great achievement was that within four days of the landing of Gallipoli,
the newspapers of the world had emblazoned the baptism of a new nation," Maj Gen Kelly
said.

"By the time the Gallipoli peninsula had been evacuated it had become hallowed ground
.... the forging space of a nation.

"It was Australia's shrine ... the cradle of our traditions and the tomb of our princes."

Maj Gen Kelly said the term Anzac was sometimes misunderstood and was much more than
a military campaign, or ceremony or a parade.

"I feel the term Anzac has transcended the physical meaning to become a spirit, an
inspiration which embodies the qualities of courage, discipline, sacrifice, self-reliance
and in Australian terms, mateship and a fair go," he said.

"This is what Anzac means to me."

In attendance at the service were Prime Minister Kevin Rudd, NSW Premier Morris Iemma,
federal Opposition Leader Brendan Nelson, Acting Chief Justice Keith Mason representing
NSW GOvernor Marie Bashir.

Also attending were Sydney Lord Mayor Clover Moore, NSW Police COmmissioner Andrew
Scipione and Liberal MP Anthony ROberts representing the state opposition.

One technical hurdle to bring HICKS before a military tribunal has been cleared ..

with US President GEORGE W BUSH issuing an executive order allowing trials to go ahead.

NSW: Activists want displaced Chinese residents granted visas

SYDNEY, April 23 AAP - The federal government should grant temporary protection visas
to the Chinese residents displaced by the violence in the Solomon Islands, activists say.

The majority of the 1,000-strong Chinese community in the capital Honiara feared for
their lives after mobs destroyed buildings in Chinatown last week.

Some protesters claim the newly elected Solomons Prime Minister Snyder Rini was in
the pocket of Chinese businessmen.

The Ethnic Communities Council of NSW (ECC) today praised the federal government for
sending troops to the Solomons, but wants help for those who have lost their livelihood.

"We call for the government to ... consider granting temporary refugee status to all
those ethnic Chinese residents while the situation remains volatile," council chair Jack
Passaris and vice chair Justin Li said in a statement.

"These people, many of whom have lived in the Solomon Islands all of their lives, have
literally lost everything when their homes and businesses were torched by the violent
mobs.

ROYAL READING ROOM

Armed with notebooks and painters caps, first-graders at Kingsley Elementary School, 2403 Kingsley Drive, planned their structure with contractor Howard Steffes, asking questions like true professionals. They asked a few even he hadn't thought of.

A 5-by-6-foot castle is going up at Kingsley, a testimonial to what students can achieve when given an interesting problem and shown how to find the resources to solve it.

Constructed from 400 orange juice cartons, this Renaissance monument will boast flags, a gatehouse, turrets and a makeshift drawbridge.

Located in the learning media center (LMC), the castle will be a place for students to read and write in.

Every detail -- from the castle's exact color (gold), materials and height -- was planned by the kids themselves.

Unorthodox? Oh, yeah.

One of four first-grade teachers advising the project, Jeanie Guenther describes with a smile the process used to get the "non-standard measurement" of 5 feet.

Easy. How high could the students reach?

"They could go as high as my nose," Guenther said.

"They didn't want the castle to go any higher, so they couldn't reach to paint it."

Kitty Ryan, Kingsley's assistant principal, says the new Problem-Based Learning curriculum at Kingsley, Beebe and River Woods is "a way to get kids involved in messy, real life, ill-structured problems."

Knowing how to regurgitate back the ideas of a single source no longer works, Ryan says.

"The information explosion has made it necessary for kids to not just memorize a body of facts.

They have to know how to find information -- and know what it is when they've found it."

Students in a problem-based project are encouraged to "access information from all kinds of sources": the Internet, people, traditional research.

One group of students might provide for the "health and safety" of a family of ducks that lives outside the classroom, for example, thinking of food and water sources.

Another class might give advice to a pale, tired boy who the teacher knows, telling him how to "make healthy choices" so he'll feel better.

Children are asked for their "help," solicited for their expertise and coached on where to find the tools they'll need.

The castle project began with an invitation (a problem statement) by LMC director Marcia Bean: "Would your first grade be willing to build a castle in the LMC so kids could read and write in it?"

Teachers then guided students through a series of questions and prompts.

"We want to build a castle in such a way that..."

"That we can read and write in it," first-graders answered.

"The first-graders must fit in it.

That it's our best job and looks nice.

That it is safe."

First-graders discussed supplies.

They considered the cost, the sturdiness, how they would get the materials, and the practicality.

But what if the first-graders had wanted something unreasonable?

"If they had decided on bricks or wood, we would have gone that way," Guenther said, heroically.

"We would have researched it and seen if we could have gotten parents to help."

Fortunately for teachers, the kids turned out to be terribly practical. Bricks were too heavy, cement too messy, they decided.

Students tested wood (teachers brought in samples) and found it too noisy.

Their search led them to orange juice cartons -- "which we were real glad about," Guenther said.

At home, this choice meant a whole-family commitment.

"All of us drank a lot of orange juice so this could happen," said Virginia Petru, parent to first-grader Jenny Petru.

Problem-solving also meant bringing in professional help.

Howard Steffes of Steffes Construction in Plainfield and parent to Morgan Steffes came to the school, showing students how to lay out, measure and draw the building, how bricks work, and "how to get from the customer's idea to reality." Architect Don Tozi designed and donated a blueprint.

"They're great," Steffes said, after giving two talks.

"They came up with better ideas than I thought.

They grasp so much more than you think they would."

One student idea was to handle the project via committees.

During planning, a first-grader said, "We'll have to have jobs, so it's not crowded." Grown-up jobs, students were told, happened in committees.

"They came up with the concept," said teacher Wendy Pligge.

"We gave them the words to make it seem more official."

At some point, everyone got to try their hand at painting.

But students also took positions covering every dimension of the task: materials managers, safety inspectors, landscape architects, public relations representatives.

Not to mention the cleanup crew.

Working in committees meant an education in people skills.

One little girl, upset that her colleagues left her to wipe down a work table by herself, provided a strategic lesson in managing conflict.

The teacher wouldn't solve the problem for her.

"Kathy," her teacher said, "what do you think you could do to solve this problem?"

Foremen and forewomen who supervised the painting process were taught to give "warm fuzzies" to their employees.

"You're doing a nice job," they might say.

"I really like the way you're painting."

When asked what forepeople did when a painter didn't do what he was supposed to do, first-grader Allison Brannon had her own answer.

"Fire them!" she said, with a gleam in her eye.

To supplement the project, teachers had students compose an e-mail letter to the architect (and receive a response), visit the DuPage Museum to get ideas for rollers and ramps, and read books together on castles, construction and -- why not? -- dragons.

First-graders could clearly explain the building process.

"Only one person wanted dark gold.

Everybody wanted light gold.

So we voted.

We decided and told our teachers," said first-grader Cassie Richardson.

Her classmates look forward to the day when the castle will be surrounded by Easter grass landscaping ("Green!" they all chime) and maybe have some sort of moat.

Paper trees? Cut-out flowers? Frogs? These things get serious consideration.

"We would have made bees," said one boy, "but one of the teachers accidently cut the tracing up."

Oops, no bees for now.

Just don't tell the first-graders that the castle will be beautiful.

"It is beautiful," Cassie quietly insisted.

Absolutely.

PROBLEM BASED LEARNING SCENARIOS Problem Based Learning has been defined as: "An instructional strategy which develops problem-solving strategies and knowledge bases by placing students in the active role of problem-solver, faced with real problems which mirror the real world."

In District 203, teachers at Beebe, Kingsley and River Woods elementary schools have created the following real-life problems for students to solve:

Grade Level Kindergarten Problem Statement River Woods principal Jan Rodriguez comes down to visit the kindergarten rooms.

She is carrying a bag of lima bean seeds and a tray with three pots of soil.

She says, "We are interested in making the garden bigger so that more people may enjoy the beautiful plants.

I know that kindergartners talk about seeds and that's why I'm here to ask for your help.

Would you be able to find out about these seeds and how they grow so that you can work with me to plant them in our garden this spring?

Grade Level 1st grade Problem Statement Should Beluga whales be kept in captivity at the Shedd Aquarium?

Grade Level 2nd grade Problem Statement How can we plan a butterfly garden in the courtyard in such a way that butterflies will want to visit?

Grade Level 3rd grade Problem Statement How can we organize our lunch period in such a way that: a) we have enough time to eat? b) it is safe? c) it will satisfy most people? d) it falls within the district and state guidelines?

Grade Level 4th grade Problem Statement How can we as a class persuade young teens younger than 18 not to smoke in such a way that: a) health risks are recognized? b) peer pressure strategies are learned? c) propaganda is interpreted for the real purpose (making cigarettes attractive to young people)? d) laws on smoking are understood by students younger than 18?

Grade Level 5th grade Problem Statement You are a colonist.

Based on events occurring between England and the colonies, what action will you take? (Each student was assigned a job/role and had to react as their character.)

Kingsley Elementary School first-graders recently planned and built a castle made from orange juice cartons as part of a lesson in solving problems. Architect Don Tozi designed and donated a blueprint for the project. Following those plans, Joshua Wiggins, above, and his classmates worked in committees to get the project completed. Joshua's contributions included painting the castle, which will be used as a place to read and write.

Island Treasure.(Westin Plaza Singapore renovation)(Brief Article)

The I.M. Pei-designed Westin Plaza Singapore gets a refreshing update from Brennan Beer Gorman Monk/Interiors.

WHAT'S A SPRAWLING 26-story, 800-room hotel to do in today's hospitality market, with the "boutique" concept so relentlessly in vogue? The Westin Plaza Singapore chose to play against type, repositioning itself as a collection of small luxury hotels within a single complex to target upscale, international travelers of all stripes. Brennan Beer Gorman Monk/Interiors (BBGM) was chosen to oversee a renovation that would carve out some measure of intimacy without sacrificing the hotel's grandeur. The BBGM team brought a unique sensibility to the project: partners Jeffrey Williams and Kate Greenwood both lived in Hong Kong for a number of years, and project designer Tonny Sadha hails from Bali. Collectively, the trio understood the experience of both living and traveling in Southeast Asia. "As their prototypical guest, we knew just what was needed," says Williams. "A contemporary look with a concern for comfort and a stylistic nod to its island locale."

The scope of the multi-phased program entailed contemporizing the executive and premium guest rooms, main entrance, lobby, and public spaces. Color and materials direction--a selection of muted gold and taupe hues with cherry wood and limestone detailing--was established for the guest rooms, then carried through to the public spaces. A dramatic arrival sequence inaugurates the hotel-within-a-hotel ambience. Guests arrive under a shaded porte-cochere into a boomerang-shaped entrance chamber where water elements and textured glass features provide relief from the sweltering climate. "We wanted guests to experience a single material in different textures," notes Sadha, accounting for the abundance and variety of limestone surfaces throughout. A sea of polished limestone flooring runs through the public spaces, while split-faced stone blocks decorate the walls of the entrance chamber; columns throughout the ground level were also reclad with the ubiquitous material. Exaggerated architectural details, dramatic lighting, and plush, overscaled furniture make the double-height, triangular lobby "feel larger than life," says Williams. All artwork was sourced locally by the owner to inject a native flavor.

In the guest quarters, BBGM enlarged the bathrooms to accommodate an Asian-style "wet area" that combines soaking tub and rain shower in one continuous and commodious space. White marble tiling, combined with the glass countertop and sink, reinstates the refreshing, aqueous theme introduced in the arrival sequence. A casual luxuriousness informs the guest rooms, which offer such conveniences as high-speed Internet access and electrical outlets specially configured to accommodate laptops. "The owners wanted to create a real difference in terms of fabrics and finishes," says Greenwood, "to distinguish between the three room levels: premier, deluxe, and executive." Thus, cherry and maple woods and custom furnishings (such as the chaise lounge with built-in reading light and chrome shelf) are common throughout, while fabrics, artworks, and floor treatments vary from room to room. Although BBGM aspired to create a residential feel, the resultant design is appropriately august for its exotic yet cosmopolitan surroundings.

As part of the Type II audit, Online Resources tested its disaster recovery plan, designing a simulation of an actual disaster and evaluating the recoverability of critical functions. The test showed those functions performed by Online Resources on behalf of its client institutions and their customers -- including telecommunications components, end-user connectivity, front-end servers, back-end processing, and customer service voice communications -- could be restored within 48 hours in the event its main production facility is destroyed. Online Resources maintains its own remote recovery "hot site" with all necessary system components to run its online banking service for months after a disaster.

A SAS 70 Type II audit also examines physical and electronic security measures, production scheduling, network access, encryption systems, software development and maintenance procedures, database controls for authorizations, and input controls for authorizations and validating data. The audit was conducted by the accounting firm of Ernst & Young.

McLean, Va.-based Online Resources & Communications Corporation (www.orcc.com) provides Internet and remote banking services to financial institutions that "privately brand" them. The company's patented ATM network-based architecture allows real-time bill paying and account information with major cost and quality benefits. And by merging various network access and device alternatives with comprehensive financial content and the banking industry's established payments infrastructure, Online Resources has developed a network of networks and a one-stop electronic commerce solution for financial institutions. The company, founded in 1989, is privately-held and serves 315 financial institutions nationwide.

Top NRI for Lanka.

Sri Lanka, July 20 -- The Networked Readiness Index (NRI) for Sri Lanka has been elevated from 72 percent to 48 during the last five years indicating a major improvement in the industry, Sri Lanka ranks fifth in the world in development in the ICT sector.

The country had the biggest improvement in the NRI, which is a global indicator used to ascertain the success of ICT activities in counties.

Sri Lanka has managed to reap these positive results mainly due to the government's e-development agenda, ICT Agency of Sri Lanka Chief Executive Officer, Reshan Dewapura said.

Addressing the FutureGov Forum Sri Lanka he said the Sri Lankan ICT industry is showing signs of being one of the potential industries in recent times as a result of coherent policies adopted by the government.

Secretary to the President Lalith Weeratunga addressing the FutureGov Forum Sri Lanka said investing in the ICT sector will never be a loss situation since it has the capability to achieve desired social and economic targets in Sri Lanka.

"We need to create an environment that facilitates the implementation of e-government services and this will help to have effective and efficient e-Governance. We are committed to build citizen centric, responsive and an open government by using ICT in an effective manner."

ICT has made the world increasingly smaller due to its ability to interact with the world by disseminating information at a much faster rate and this will make our diplomatic moves much stronger.

"At a time when some parties are trying to tarnish the image of Sri Lanka over various issues, ICT would play a life-saving role by disseminating accurate information while depicting the true picture of the country," Weeratunga said.

Accordingly to Weeratunga Sri Lankans are becoming more tech savvy with the higher usage of fixed and mobile phones and internet. It is apparent that the demand for ICT related services will increase in the years to come. What we need to do is to invent smart ICT initiatives for each sector to cater to the demand. The government is also looking at increasing the PC , internet, and broadband penetration in Sri Lanka.

Commenting on the usage of ICT initiatives in the health sector in Sri Lanka, Weeratunga said e-health applications in the healthcare industry in Sri Lanka are limited and this is time to use more smart e-health applications in government hospitals to have a better management system and new technology will benefit patients and hospital workers immensely.

The government has also shown its commitment to empower people particularly rural people by disseminating latest technological advances along with the implementation of e-Sri Lanka and Nenasala programmes.

"Rural, marginalized and differently abled people should be given best e-governance facilities with the addition of more features," Weeratunga said.

Labor secretary to speak at Bridgeport graduation; Cabinet member instead of Obama; Principal: 'I wasn't familiar with her'.(NWSaturday)

Byline: Erik Lacitis; Seattle Times staff reporter

Bridgeport High School did not get President Obama as its commencement speaker, but its seniors will hear from Secretary of Labor Hilda Solis, the daughter of Hispanic immigrants and the first in her family to go to college.

Neither the principal nor the students at Bridgeport knew much about Solis when the announcement was made Friday.

"I wasn't familiar with her," said Tamra Jackson, the school's principal.

But, given the Cabinet member's background -- she's a Californian whose mother was from Nicaragua and dad from Mexico -- "I could see the White House's thinking," Jackson said.

The students at Bridgeport are mostly Hispanic and low income, as is the town of 2,409 along the Columbia River north of Wenatchee. The students are mostly the children of migrant laborers who came to work in the fruit orchards and stayed.

Bridgeport was among three finalists in the Commencement Challenge contest that the White House said had hundreds of nationwide entries.

The Obama commencement contest is in its second year. It was started in response to a College Board report that found the U.S. had dropped from first to 12th in adults with college degrees (Canada is now No. 1).

Obama will speak at the winning school, Booker T. Washington High School in Memphis, Tenn.

Jackson said the Bridgeport students are proud of their accomplishments. Every one of its 37 seniors has been accepted to college

"They're disappointed, of course," she said about the school not winning. "But it has brought them a lot of notoriety, and now everyone knows where Bridgeport is."

Jackson said some students, though proud, are upset at what they've read about "the politics," such as the school not being chosen because Washington state would likely favor Obama in the 2012 election, and Tennessee is a state considered in play.

And, Jackson said, the students have been reading disparaging comments on the Internet about their Hispanic background.

"It affected them. I think they expect better from adults," said the principal.

The commencement will take place June 1. Gov. Chris Gregoire also will speak.

Printers adapt to changing market.

The digital age has been hard on the traditional printing industry.

But since 1992, family company Soar Printing has bought eight printing businesses _ taking on big transtasman players like Geon and Blue Star.

With the impact of online communication, the firm has had to think laterally to survive, for example investing in a press from Germany which allows it to do the smaller print runs their customers want.

Long-term clients include ASB, The Warehouse, Nestle, Estee Lauder, Sovereign and NZ Couriers.

Soar Printing has been going for 90 years, set up in 1920 by Fred Soar on his return from World War I. He started from the basement of the Onehunga Orphan's Hall in Church St, Onehunga.

Soar's son Harry took over the business in the 1960s and had his own ambitions. When he finished work, he would have dinner with the family and then go into the Herald to work the night shift setting the headlines for the paper until just after midnight. He was saving to buy new offset printing technology from Germany.

Harry's son, Fred, with his sisters Jenny and Vicky, took over the running of the business in 1990, though Harry stayed on a further 12 years.

Fred became managing director and Jenny, finance director _ both were accountants. Vicky manages a client list among other duties.

``It's not something that we thought we would end up doing, but it came about when Harry reached a certain age,'' said Fred.

The firm is now based in New North Rd, Auckland.

``Harry saw printing go from hot metal to offset _ we've seen it go from offset to digital,'' he said.

The managing director has invested to stay competitive, travelling overseas to source plant.

Investments have included computer-to-plate (which eliminates the need for film), digital printing and an Anicolour press which gives offset quality on smaller run sizes.

The firm now has 70 staff and a $20 million turnover.

Soar has a lot of long-serving staff, thanks in part to a well-established apprenticeship programme.

The last few years have been challenging but the company has managed.

``It's a matter of making sure you are putting your efforts into the right market segments and adapting,'' said Jenny.

``The print market and medium is changing rapidly due to internet and social media,'' she said.

Business forms are a thing of the past.

``But with packaging and direct mail, we are still experiencing good growth,'' said Fred.

Fidelity Life and the Cancer Society are new customers.

``We've been match-fit to do short runs and create less waste. We are able to react swiftly to changes in the market and not just sit there,'' said Jenny.

When they need to make a decision they have a board meeting. The three siblings and their mother, Tui, are the board.

The brother and sister attribute Soar's competitiveness to their sustainable work practices which have reduced operating costs by 40 per cent.

Soar recycles 99 per cent of the company's waste paper. It has achieved Enviro-Mark Diamond status as well as CarboNZero rating.

``It's just good business sense, we save money, and are hopefully lifting the perception of the printing industry,'' said Jenny.

Mineola, New York, October 16 /PRNewswire/ -- Kenilworth Systems Corporation ("Kenilworth") (OTC Bulletin Board: KENS) is announcing that Lottery players that subscribe to digital satellite and cable programs will soon be able to buy an "admission ticket", for a night of fun and games, from their local lottery agents for "Bet As You Watch Casino" television simulcast broadcasts of live in-progress casino table game action. The program will include casino entertainment and commentators (much like commentators of sporting events) in order to assist players with the rules and strategies of the games.

By exclusively licensing lotteries and their operators for the cash deposits required for wagering on the programs, it will absolutely and simply prevent the under aged from participating in the casino action. By monitoring all wagering action, the system is able to identify compulsive gamblers and limit or shut down their obsessive gambling habits.

State lotteries will welcome the additional revenue from the casino wagering programs.

Herbert Lindo, Chairman, noted that the Company had been granted a U.S. Patent for the interactive television wagering system in June 2003, which Patent has also been filed in thirty-eight (38) countries including China and Russia. The Patent is for a microprocessor to be incorporated in the TV Set Top Box used by the viewer to receive the digital satellite broadcasts. The microprocessor will manage the wagers. A Patent for the method to incorporate lottery terminals into the system is pending. He pointed out that the system does not make use of the Internet for wagering, which is considered by the Justice Department a violation of the U.S. 1961 Wire Act.

He further stated the Company is presently actively exploring casino broadcast sites in the Asian market, which has twice as many digital satellite subscribers than the U.S. and U.K. combined.

"We are seeing more UAE consumers go online for lifestyle purchases as well as day-to-day household items. This trend in consumer behavior shows that today's tech savvy shoppers are diversifying not only what they buy, but how and where. A desire for convenience and value for money continue to be important to UAE consumers as they proactively seek better and more personal ways to shop online," said Al Kourdi. He said MasterCard is committed to contribute towards the development of the UAE as a leading global hub for retail and the latest MasterCard findings emphasise the market's growing retail sophistication.

In terms of attitudes towards online shopping, 64 per cent of respondents in the UAE stated that when they shop online, they would prefer to have a hotline number for enquiry versus 55 per cent in 2009. Additionally, 48 per cent of the respondents stated that most goods are much cheaper online than they are offline, versus 37 per cent in 2009. "The perception of online shopping as fun also continues to increase (46 per cent in 2010 versus 39 per cent in 2009). However, 45 per cent of UAE consumers still do not feel secure shopping online," MasterCard said in a statement.

Two thirds of the UAE consumers suggested that no requirement of additional service charges and enhancement of payment security would improve online shopping in future. In terms of mobile shopping trends, the survey indicates strong potential for growth in the UAE. Only about one in eight individuals made purchases through their mobile phones in the past three months; however, among those who did not purchase through their mobile phone recently, about one-fourth are likely to do so over the next six months.

Airline tickets (31 per cent), phone applications/software (24 per cent) and products/services in online games/virtual world (18 per cent) were the top three categories purchased by UAE consumers through their mobile phones.

According to the survey, online shopping is also gaining popularity in emerging markets across Asia/Pacific, Middle East and Africa (Ampea).

The survey revealed a narrowing gap between emerging and mature markets in Ampea with consumers turning to online shopping sites for event tickets, online gaming, downloading music, purchasing books, and for travel.

ACU HAILS HOUSE BUDGET CUTS.

ALEXANDRIA, VA -- The following information was released by the American Conservative Union:

American Conservative Union Chairman Al Cardenas praised the House passage of legislation to fund the federal government through September as "a vital first step to reverse the reckless spending binge of recent years" and called on Senate Majority Leader Harry Reid to take the bill up immediately when the Senate returns on February 28 to avoid a government shutdown March 4.

"Cutting $61 billion from current spending levels and terminating over 130 wasteful and duplicative programs shows that House Republicans got the message the voters sent on November 2nd that they are tired of the tax, spend and borrow philosophy that affected both parties and left the country mired in debt," Cardenas said. "The ball is now in Harry Reid's court and it's his responsibility to pass a Senate version of this bill and negotiate with the House to avoid a government shutdown."

Reid announced Friday that he would ignore the budget deadline and instead take up a patent law reform bill when the Senate returns from vacation.

Cardenas noted that the House-passed bill also contains important policy provisions that prohibit funds to implement Obamacare, eliminates funds that would allow the EPA to impose cap and trade style greenhouse gas regulation, stops the FCC from regulating the Internet through so-called net neutrality rules and puts an end to federal funding of abortion.

Cardenas cautioned that this is only the beginning of a long struggle to get spending under control.

"The bigger fight will come later this year when Congress takes up the Obama budget for 2012 which does absolutely nothing to reduce the current trillion-dollar deficits we are facing this year and next," Cardenas said. "ACU and its members will continue to be in the forefront of efforts to reduce the size of government and bring spending under control."
